Buying a copy in DMZ
Extracting a Weapon Manual is a documented permanent repeat-purchase route. The later official arsenal article also describes purchases using shared Multiplayer/DMZ progression, paid with DMZ Cash. Check the selected Gunsmith requirement and price. Picking up a gun alone is not proof of permanent purchase access.
